If WWI was not the war to end all wars, what makes people think that WWII is the war to end all world wars?

Nuclear weapons could potentially cause the war to end all wars, at least for a long while.

 

It's true, but there are new deterrences which are more limited in scope and are administered by brains that are more limited in scope.

if you use enough nukes, it ends all wars because there's no one (or at least not enough) people left to wage war.

 

Exactly, a full scale nuclear exchange would prevent any organized human activity. This could last for decades or more.

 

And you mustn't forget the subsequent radioactive mutant zombies that would roam the earth, spreading their unholy wrath amongst any survivors unlucky enough to have survived the nuclear fallout and who had not yet succumbed to zombiedom.
